Job Description and Duties

Under the direction of the Supervisor I, the incumbent is responsible for the most difficult and complex Non-Information Technology Goods and Services, purchase requisitions and purchase orders to ensure all state regulatory requirements have been met. The incumbent is expected to exhibit professional business writing skills, professional analytical skills, and work cooperatively with peers, managers, experienced staff and external stakeholders to meet the needs of the Contracts and Procurement Unit and the Department.

This position may be eligible for hybrid telework under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the position’s designated headquarters location, as indicated on their duty statement, at their own expense. Beginning July 1st, 2026, it is anticipated the position will be office-centered and employees will be expected to report to the office at least four days per week.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience with State procurement, knowledge of Fi$Cal transactions, CalCard policies, SB/DVBE policies, training development and presentation, and Project Management.
  • Analytical experience such as writing reports, procedure manuals, delivering presentations, business correspondence, strategic planning, and or metrics.
  • Organizational skills such as task/process management experience (prioritizing, collaborating, documentation, attention to detail, coordination, and resourcefulness).
  • Customer service experience such as communication, training, empathy, adaptability, self-control, patience, listening, and technical knowledge.
  • Experience working with Microsoft Office Products (Word, Excel, PowerPoint, Outlook), Adobe PDF, Sharepoint and Teams.
